I recently built my own first custom PC, like 1 week ago.
I decided to install Assassin's Creed IV Black Flag, because i got it from the promo thingy: It ran like 60 fps on some places, but when i started the "adventure" the fps started to drop like to 35-45 fps and i can see the difference. It's even more horrible in multiplayer, looking at some places i get 60fps, when looking somewhere else i get like 25-35 fps, i really did expect much more from my PC, but no. It's also quite worrying how i get like 60 fps on CS:GO and i think i had more with my previous pc build, like 9800 GT + AMD X2 245 Processor (2 CPU), and all the settings are LOW on CS:GO and in assassins creed they're like all on auto (high). I don't know what's the problem with my computer, but i would appreciate any help from you guys! Thanks!
Specs:
NVIDIA GTX 670 Mini (2GB) O.C Edition (DirectCU)
AMD FX-6300 Black Edition 3,5 GHz @Stock
M5A78L-LE
8GB Hyper-X RAM (CL9, 1600MHz)
Corsair 600W 80+ Bronze

My guess is that you have old drivers, I would recommend going to NVIDIA's website for driver updates.

Check that your parts are completely in place, and that none of your parts are underclocked, other than that I can't help you
