How good is R9 270X? Is R9 280X significantly better than R9 270X?

In terms of fps on some demanding games. Also, is there a noticeable difference between high/very high and ultra, on most games?

In terms of bandwidth, R9 280X clearly has an edge over R9 270X but In terms of speed, the R9 270X wins by 26% over R9 280X.
Imagine a circuit highway with 3 lanes but with a limit of 850 MHz and another with 2 lanes but alot faster by 1000 MHz
