Purchase date -- Today or tomorrow
Budget is Less than $800 Final (After rebates, after shipping) -- before tax
System use = Gaming only -- will be in living space so needs to be quiet

Not needed:
Monitor
Keyboard
Mouse
OS
Optical drive

Location: Ann Arbor MI (Southeast MI) --> there is a microcenter within driving distance
Monitor resolution = 1080P
No SLI or crossfire
Overclocking = yes / maybe (Nothing against it)

Build is primarily for Mechwarrior online, but maybe other games in the future. Mechwarrior is both CPU and GPU heavy.
See this link for CPU and Graphics cards performance in the game
http://gamegpu.ru/mmorpg-/-onlayn-igry/mechwarrior-online-test-gpu.html (translate to english)

I've compared my build to the "best budget gaming build" poll builds, and it's actually very close to some of them.

I7 3770K 3.5 GHz -- $249.99 at microcenter
ASRock Z77 -- $99.99 at microcenter
Cooler Master Hyper 212 Evo 82.9 -- $29.98 after rebate
G.Skill Ares Series 8GB (2 x 4) DDR3 - 1600 -- $74.99
Western Digital Caviar Black 1TB 7200RPM -- $87.97 after rebate
Asus GeForce GTX 650 Ti 1GB -- $130.66 after rebate
NZXT Source 210 (White) -- $29.99 after rebate
Corsair Air Series SP120 Quiet Edition (2-pack) 37.9 CFM, 120mm -- $27.98
Corsair Builder 600W 80+ Bronze ATX -- $49.99 after rebate
Total is about $802 (but don't know about taxes and shipping)

Any substitutions or other changes you would make?

I want to stick with Intel. Not sure what to make of ATI vs Nvidia. I've always used Nvidia and would be more comfortable with them.

Some thoughts: I could drop down to an i5 -3570k, and use the stock cooler (at first) and put the money into a better video card and / or case? For noise I was considering a water cooler, but what to do about the video card noise?

Any substitutions or changes you guys would make? Future upgrade targets would be video card and overclocking (maybe no overclocking at first).

Solution
I used this reference for the video card performance which has the 760 being better than the R9 270x
http://www.videocardbenchmark.net/high_end_gpus.html
also
http://www.techpowerup.com/reviews/ASUS/R9_270_Direct_Cu_II_OC/26.html

I purchased the 760 for $250. I also feel more comfortable with Nvidia cards since I've always used them in the past. It certainly would have helped me stick to my budget by going with the R9 270X though!

I went with i5 3rd gen due mostly to this website. http://www.ocaholic.ch/modules/smartsection/item.php?itemid=1087&page=14 and it's cheaper.

tbh your current one has a very imbalanced configuration made.
Much improved build for balacing both CPU and GPU and memory sides with other components :
Intel is good however i will suggest you going for an AMD CPU like 8320 so you can get better for other component especially GPU
270x is good but 280x gives more future proof.

P.S: (WITH COMBINATION FROM DIFFERNT RETAILERS PRICE WAS AROUND 820$ )
its micocenter being expensive.

CPU: Intel Core i5-4670K 3.4GHz Quad-Core Processor ($199.99 @ Microcenter)
CPU Cooler: Cooler Master Hyper 212 EVO 82.9 CFM Sleeve Bearing CPU Cooler ($29.99 @ Microcenter)
Motherboard: ASRock Z87 Extreme4 ATX LGA1150 Motherboard ($109.99 @ Microcenter)
Memory: Corsair Vengeance 8GB (1 x 8GB) DDR3-1600 Memory ($94.99 @ Microcenter)
Storage: Western Digital Caviar Blue 1TB 3.5" 7200RPM Internal Hard Drive ($63.99 @ Microcenter)
Video Card: Asus Radeon R9 270X 2GB Video Card ($215.91 @ Newegg)
Case: Zalman Z11 Plus ATX Mid Tower Case ($39.99 @ Microcenter)
Power Supply: XFX 650W 80+ Bronze Certified ATX Power Supply ($146.71 @ Newegg)
Optical Drive: Asus DRW-24B1ST/BLK/B/AS DVD/CD Writer ($19.99 @ Microcenter)
Total: $921.55
(Prices include shipping, taxes, and discounts when available.)

I thought I would elaborate on the drop down to i5 option

http://pcpartpicker.com/p/2ofg6

I5 3570K 3.4 GHz -- $180 at microcenter
ASRock Z77 Extreme 4 -- $100 at microcenter
Cooler Master Hyper 212 Evo 82.9 -- $29.98 after rebate
G.Skill Ares Series 8GB (2 x 4) DDR3 - 1600 -- $74.99
Western Digital RE3 1TB 7200RPM -- $54.94
Asus GTX 760 2GB -- 250 at microcenter
NZXT Source 210 (White) -- $29.99 after rebate
Corsair Air Series SP120 Quiet Edition (2-pack) 37.9 CFM, 120mm -- $27.98
Corsair Builder 600W 80+ Bronze ATX -- $49.99 after rebate
Total is about $820 (not sure about shipping and taxes)

I also came across a lower cost hard drive that I subbed in. (or more exactly, someone pointed it out to me in the Mechwarrior forums).

another video card option would be the HIS Radeon R9 270 2GB Video Card for $185. And yea, after looking at more data, I completely agree. the i7 is out.

Thanks for the advice and input Niko_boy.

Here is my final selection. I dropped the extra fans and the aftermarket CPU cooler (I will upgrade for OC later) in order to get a quiet case for the wife. When I do OC I'm not going to push it to the max so hopefully the case will be cool enough. I'll probably look at combo liquid cooling for the GPU and CPU. I also splurged on the GTX 760 in addition to the more expensive case. I also made some on the spot substitutions at microcenter since they were non critical components and they had some specials no to far off of the online prices.

http://pcpartpicker.com/p/2opRT

I5 3570K 3.4 GHz -- $180 at microcenter
ASRock Z77 Extreme 4 -- $100 at microcenter
Crucial Ballistix Sport 8GB (2 x 4) -- $63 combo with something at microcenter
Western Digital Blue 1TB 7200RPM -- $64 price match at microcenter
Asus GTX 760 2GB -- $260 at microcenter
Corsair 550D ATX Mid -- $125
Corsair CX600M 600W 80+ Bronze ATX -- $65 at microcenter
Rosewill N600PCE dual band a/b/g/n -- $25

Actual prices (not pcpricepicker options)
Subtotal $733.94 + $125 + $25
Tax on microcenter purchases = $44.04
Rebates = -$10 -$10 -$20
Total = $883

I suck at sticking to a budget (my original hope was to keep it under $600)... wonder what's going to happen when I start house shopping in the spring.

how much does a R9 270x will cost to you ? though it doesnt give much better performance then a 760 but it does have some 4-5% improvement and it is less costly.

Though all other parts together make a good build but i will still recommed maybe sticking with a 4Th gen haswell build. But 3570k isnt bad either they are actually both close only difference is other one being newer for little price difference
