earlier today I received a terribly packaged hard drive. If I stick it in my PC and do full set of scans on it and there are no problems does that mean it's fine? Or could problems potentially develop over time because of this?
with a hard drive today you may be lucky if the spindle arm is not bent. newer hard drive park and lock there moving parts. but if it was shipped in a bubble pack then the drive may have gone though some of the high speed sorters and could die at any time from damage you cant see. myself i would send the drive back and get a full refund and order the drive from a vendor like newegg that ship the drive right.
if the drive was shipped almost bare with no anti shock protection more then likely when you power the drive up it sound like a belt sander. check drive vendors see if they have shock tools or dropped drive tools see if the drive took a hit.

It was shipped in an antistatic bag, but it was packaged about as well as a book, just covered in very thin card and in one of those small envelopes with thin bubble wrap on the inside of it. To me, that seems like appalling packaging for a hard drive, but it should only be damaged if it wasn't handled well. And I'm wondering if problems caused to the hard drive by bad handling of the package in posting would show up as soon as I plug it in, or if they could arise months/years later when chances of sending it back are long gone?
