The sweet spot for memory is now around DDR3-1866, most of the reviews I've read lately are happy with CAS9 as long as they get at least 1866 or higher, depending on what your board will handle. The real fast DDR3 usually runs CAS11, but is faster by a wide margin due to its much higher speeds -- 11 clock cycles is not very long at the much faster speeds.
