I have seen people achieve a 4.5 GHz OC on the ASrock Z87 Extreme4 (Which I have) and a i7 4770k (Which I have) and I want to achieve that also. Right now I am using the stock cooler at stock GHz and stuff, and it stays below 40C while idle. So do I need something like the NZXT Kraken x60 or the Hyper 212 EVO? It would not matter if it's water or air, as I have plenty of room, but I would prefer water purely for aesthetics. I would also like to keep it under $140.

Yes, you will need a good aftermarket cooler when overclocking.
Both of those are good coolers.

Well, if you are looking for some alternatives. I really like the Noctua NH-U12P SE2.
I prefer heatsink and fan over liquid, and this one is a bit bigger than the 212 evo, but not as big as a Noctua D14.

How much are you willing to spend for your cooler?
How much space do you have (CPU cooler space and radiator space)?
Do you want to stay on air?

I have an i7-3770k 24 7 oc at 4.4ghz stable and i use the h80i liquid cooling setup. It's quiet and quite effective. I believe the h100i is more efficient with a much larger radiator. If you read the reviews it was one of the best as of last year. I haven't followed up in the last few months. I'm very happy with my h80i and it was easy to setup plus the corsair link software is great for tweaking and observing the cooling system and it's effectiveness. I chose the h80i over the h100i for aesthetic reasons (to keep the lights above in my 600t case without modding which would be needed if I used the h100i instead). Small sacrifice for me. To each his own. Have fun finding the right cooling system for you!

I've had my system as high as 4.8ghz oc but I don't like the temps for that as a 24 7 oc btw. Right now (4.4ghz oc) my idle 20-30c and full stress test (p95, intelburn, etc) loads max at 78c. Otherwise, typical loads are usually always 60c or lower + or - 5c but for less than a few hours at a time (gaming etc.). Overall the range of load temps goes from 30-65 for very short durations and are usually sub 60c. The h100i should perform a little better but as you can see my h80i isn't too shabby and unlike others who speak of only their ideal cooling situations this is under the whole gamut. There are cheaper air cooling systems out there but they tend to be louder and a lot of people exaggerate their effectiveness. I'm definitely pro liquid cooling and the corsair options don't require you to do crazy tubing and other setup. Whatever you decide, best of luck!

In this case, the best AiO coolers currently are:
Swiftech H320
NZXT Kraken x60
CM Glacer 240
Swiftech H220
Corsair H100i
Corsair h110
