Graphics card fans spinning, but no display

The graphics card spins up just fine, but does not give any display when a monitor is plugged in. Even if the 6 and 8 pin adapters arent plugged in, the card will still light up and spin. The onboard graphics dont work, Ive reset the CMOS, and tried multiple monitors and multiple PCIe cables. It is a brand new build, and has no OS installed currently. I finished building it, but it never gave a signal to the monitor. Ive tried it with a graphics card that I know works, but still no display. Also tried multiple slots, and reseated it. Attempting to boot with 1 stick of ram didn't work either.

Gtx 780ti
MSI Z87-G45 motherboard
i7 4770k
EVGA Supernova 750g PSU

I tried without a graphics card, and still no display from the motherboard ports. I have the same motherboard in another build and the ports dont work there either. What do you mean by ram beeps?
