My PC is underperforming and I don't know why. HALP

Hi guys, so I have msi gtx 650 1 GB and i recently bought i5 -3570k, asrock z77 extreme 3 and 4 GB DDR3 1600 Mhz. The computer overall provides low fps. I have 40 fps on BF4 with everything on low/off and it drops to 10 or less. When I first started league after the pc update when i got 200 - 300 fps it started skipping frames as if I was constantly flashing(some1 who has played the game will know) But now I have very low fps at times dropping to 20 or less.
The temperatures are normal.
I was told my HDD needs to be changed but can that actually affect ingame fps? I don't mind having to wait a little longer to load as long as my fps is fine.
The only reason to upgrade my pc was to play bf4 and now that I can't play it, it seems like a waste of money. And with this dropping fps on League of Legends.. I just don't know what's wrong with the PC.
I just did a 3dmark and the result was 3006 http://www.3dmark.com/3dm11/7699775 . I don't know if that's low or high.(I just did a full clean up and now I am with a new windows with almost nothing installed and it went up to only 3055)
