Help with Vulcan Memory

So I bought some Vulcan Memory, now I have never heard of this brand before I got it strictly cause it was cheap.

Anyway.
Team Team Group Inc (yeah its the label, made in Taiwan)
Its 8GB DDR3 2133Mhz (supposedly)
CL11-11-11-31 1.65v
TLYD38G2133HC11ABK

I put the memory in expecting to be able to plug and play, I pull up CPU-Z and it says the memory is running at 667Mhz. After reboot into Boot OC Menu and forcing the frequency I got it to 1333Mhz.

I looked a little harder at CPU-Z and it says that the chipset is PC3-10700 ( o,O ) which if I am not mistaken is not 2133Mhz.

I had Upgraded from PC3-12800H (1600Mhz) I have since put it back in.

Can Someone please tell me if I am doing something wrong, or if I have made a horrible purchase?

Thank you for your response, how ever I don't believe you read the entire post. Please check the youtube video, the memory will not allow me to change the timings, only the base and ref clock.

The memory chips used in making this product are not the standard PC3-17000 used in all 2133Mhz Ram modules. According to bios and CPU-Z the chips used in this memory are PC3-10700 which according to my research are not capable of reaching 2133Mhz which is the advertised speeds.

I have discussed this with a fellow engineer, he had mentioned that I may need to OC my CPU in order to get the memory modules to report the advertised speeds, how ever if the chipset used in the production of this product are not capable of reaching the speed as previously stated I will undoubtedly only incur damage to my systems hardware either the CPU, Mobo, or Mem or some combination which I am not interested in doing.

Again.

Vulcan Memory = PC3-10700 and is advertised as 2133Mhz is this correct?
According to my research It Is NOT.

No it's not, but what you show here is a set of 1600 sticks, prob your old, not the new, let us see the Vulcans in CPU-Z both memory and SPD tabs, should simply be enable XMP and go, though with a 3570K, you may need a slight OC, it appears you have it at stock with turbo boost on

The rated maximum frequency of the module TLYD38G2133HC11ABK
ram is actually 1067mhz -not 2133mhz. The reason that they advertise it as 2133mhz, is that it processes data off of both ends instead of just one (1067mhzx2 = approximately 2133mhz. So it is the equivalent of a regular module utilizing one end @ 2133mhz without actually having to reach that frequency. With it @ 1333 as you stated, that = the same thing as OC'ing it to 2666mhz.

213 comes from the true freq is 1067 and it is DDR (Double Data rate) so effective is considered 2133, 667/1333 is the mobos default which is what loads when initially installed. The CPU-Z shot shows the DRAM as at 799 which equate to 1600 effective
