Corsair Vengeance LP RAM not running at 1600mhz on Asus Mobo

I understand that this is common question in many computer enthusiast forums, but bear with me nonetheless. I recently went through a motherboard replacement on a year old first time PC build due to an issue I was having with the Wi-Fi adapter. I sent in an Asus P8Z77-V pro and was sent back an Asus P8Z77-V Pro/Thunderbolt. Since rebuilding my PC I have noticed that my 16GB Corsair Vengeance LP RAM set (the specs are linked below) was appearing running below its rated speed of 1600 mhz. CPU-z as well as other programs like Speccy, and HWiNFO were showing only 667Mhz, which doubles to around 1333mhz. I do know that many motherboards often default to this speed. On my original motherboard all I had to do was switch the speed in BIOS. However, I must admit that I do not really remember if the P8Z77-V Pro board that I had to send in for an RMA, was running the RAM at 1600mhz according to programs that I mentioned. On my replacement P8Z77-V Pro/Thunderbolt motherboard, I have XMP enabled and 1600mhz manually selected in BIOS. The BIOS states that the target RAM speed is 1600mhz. However, CPU-Z, Speccy, and HWiNFO all claim that the RAM is running at 1333mhz. The only XMP profile that I can select in BIOS selects timings of 9-9-9-24 and 1.5v which are rated specs for the RAM. Any help in getting my RAM running at 1600mhz is greatly appreciated. I am currently using the latest BIOS.

Try to take out the CMOS battery to reset, then go back in the BIOS, set the XMP, if you still get the 1333mhz speed, you maybe call the asus again because it is something wrong, for z87 the RAM speed is default to 1600mhz.

I believe it's one or the other. Enable XMP with the 1600 option and save. XMP will set the ram to the correct settings.

It worked! However I did not touch the battery, just the jumper. CPU-z is now reporting 798mhz, which is 2mhz below target. Is it normal for the RAM to appear slightly under target like that?
