Which settup should I build?

Well, I am upgrading my 5 year old pc that has some good parts and some bad parts. So I am going to be upgrading the CPU, the MOBO, the GPU, the RAM, and the PSU. I am wondering which of the two setups I should pick for the best back for my buck. (Keep in mind this will be used for Livestreaming, making videos, and gaming with games likes BF4 and DayZ standalone)

You can get entry level corsair liquid cooling for around $80. If you're going to spend anything beyond the hyper212 you might as well go with liquid. You can drop another $40 on an air cooler and see slight gains, but drop another $20 and you will see a dramatic difference.

I'd say go with the second build but, use the gtx 780 instead of the R9 280x and then that should be a dream to stream on!

Are planning to overclock at all? Also if you might want to invest in an extra 8gb of ram if you are doing video editing, otherwise rendering will be pretty slow!
 
The first one will be better for pure gaming while the second one will be a better system all around. That i5 is a beast. If you go with a 280x maybe think about a capture card so your GPU isn't so strained with streaming. You could up the GPU to a 290 and then both set ups will be evenly priced, but make sure to wait for non reference coolers.

Yes, I am overclocking both my cpu and gpu, and I already have 8 gigs on my current system.
