+12V rail of 18A is enough for gtx 650ti

its plenty for either if that's the only thing on the rail. if there are other things on it it would depend on what the other things are.
if you only have ONE 12V rail than no. that would make it a 200W supply and I would not recommend any GPU that needs a power connector.
