Every cooler I've ever bought, has come with the thermal compound pre-applied.

Edit: I just remembered the Hyper 212+ I had came with a packet like in the photo I posted below. So every cooler but one.

I can after googling the cooler. It's in a plastic tube to the right of the back plate.

HardwareSecrets doesn't like hotlinking of images.....lol. So I had to change the image.
