CPU keeps overclocking when using browser

I really didn't know how to say this in the title but I can explain it.

So i overclocked my AMD Phenom II X4 965 to 3.8ghz for a while. But whenever I open up a browser like Google Chrome, my CPU ramps up to 3.8ghz and it my tempurature jumps 5° up (I have a desktop gadget that checks my tempurature).

I really don't want my system heating up just for a browser. I was just wondering if I could change this and i don't know ramp up to my old stock clock- 3.4ghz or this is normal and I shouldn't worry about it.
 
Solution
You can change this in the power saving options. Just set a minimal power profile and switch to it when you are not gaming or doing anything CPU intensive:)
