My girlfriend wants me to build her a PC but I haven't really followed hardware at all recently. I do know how to build a PC but I don't know what I should be purchasing to build this PC for her. Her only requirements are that it should be able to play Skyrim Online reasonably well and that the budget stay $1000 or cheaper. She already has a monitor and it is an Acer X183H B, but if the fact that its VGA would create a problem for any build I'm sure she'd consider getting a new one. If possible it would be nice if the computer was small enough and light enough that she can easily move it, but this isn't a requirement since I don't think she will be moving it often if at all. Thank you in advance for any input would really like to do this for her!

Edit: She will not be overclocking in any way shape or form or using crossfire. This is going to be a one off that she uses as is.

It honestly will depend on what settings she wants to run. And for extra clarification, we're talking about Elder Scrolls Online and not Skyrim Online right? Aside from maybe some obscure and unpopular mod, there isn't such a thing as Skyrim Online, but ESO is based off the Elder Scrolls franchise (Skyrim is one of these games).

If you want medium quality graphics, a PC you build yourself will cost you around 600$, max graphics will cost you around 1000.
If you want it to fit in a small case, grabbing a micro sized motherboard and case and working around that will give something that isn't massive and can be moved if needed.

MMOs tend to be CPU heavy, spending equally as much on your CPU as your graphics card will probably be the best...

Hmm, Just how "mobile" are you talking here? Do you just mean a nice mid- or micro-ATX tower, or do you want ITX / LAN box type stuff? If you just want a smaller mid-tower, that's nothing terribly special. But if you want an ITX build, those tend to be a little pricier.

Here's a nice micro-ATX build that's portable enough for you basic LAN party that still has some nice power to it. I went $20 over the budget but also threw in a monitor, since the existing one has pretty low resolution and will require an adapter for the new video card.

I don't want it to be portable perse I just want it to be manageable for a girl of her size. My beastly tower would be difficult for her to pick up. I want something that if she needs to move she'll be able to.

MMOs tend to be CPU heavy, spending equally as much on your CPU as your graphics card will probably be the best way to go for this particular game. an i5 4670 @ 229$ and a 7770 @ 100$ will likely let you see near max graphics, with your GPU bottlenecking your CPU. If you got something like a R9 280 @ 300$ (when litecoin mining dies down and AMD chips go back to normal), will let you see highest.

ESO isn't a graphically demanding game, there will be constant 200 person battles in Cyrodiil, so they built their game engine to support more players on one screen rather than high res textures. There's rumors of them adding an optional texture pack after release for those who want a better looking game though, so that's why getting a R9 280 would be good for that purpose. You will need a 450W PSU for the 7770 and a 600-650W PSU for the 280. There are a million GPUs though, I'm mostly just listing the cards I know that have big boom for their buck and ones I have experience with.
