Here are my system specs:
-ASUS Z87-A
- Intel i7-4770K
-8 GB of Gskill DDR3 1600MHz
-Samsung 120 SSD
-Gigabyte Geforce GTX 660
-Corsair 750W PS

I've been searching for any similar problems and I have yet to find one that matches. If you are aware please direct me to the post.

Here's the issue:

-On cold boot the system fails to post with the CPU LED staying red. I power down the system using case power button and wait a few seconds then power back on. This second time the system runs fine and will POST without hangups and run fine. I am using it right now to write this.

-I have also experienced this issue on coming out of a sleep cycle but not always (only once out of 3 or 4).

I'm really confused on what may be causing this. Any and all help will be greatly appreciated. Thanks.

As i mentioned in my post, the CPU LED is staying red. After I power down the system I power it back up. This second time the system goes through the boot cycle correctly and POSTs. If it was the same behavior every time it would be easy to diagnose and fix. With it being this "sometimes" problem I am a little confused.

Starts every time since i disabled fast boot.... I dont care if it makes no sense as long as it works...

Hey guys, I Just wanted to comment here that this is a common issue and happens to a lot of people including myself. The solution appears to be flipping the switch on your PSU.

Kjijijijohn - your responses were very helpful. Unfortunately I saw your other post where you said you experienced the cold boot CPU red light after disabling fast boot but your efforts are appreciated.

Ive had the same problem and searched the web for a fix but found nothing that worked for me. Until last week, Enter bios and set to the default settings and save and reboot. Apparently there is some glitch with some setups some PSUs so optimized setting and power setting can fuck shit up

Hope this works for some off you guys it worked for me.
