Symbolic Links on Windows 8.1

I'm trying to figure out how to make symbolic links on Windows 8.1, as every tutorial I find is on Windows 7. I play my games on steam and I a have a 120 gb ssd and a 1 tb hdd. I want to be able to install steam with a select few games on the ssd for speed, and have the rest of my games on my hdd. I heard that the best way to go about this is using symbolic links, but considering I'm on Windows 8.1, I'm unsure how it is done. Any help is appreciated.

I think you have to designate the new location first, in the Steam client.
But yes....that's mostly it.

The game(s) will be under the default SteamApps. Move as needed.

The easiest way is not through symlinks, but rather directly through the Steam client.

Steam-Settings-Downloads-Steam Library Folders-Add Library Folder

You can designate several alternate locations, on various drives.
No muss, no fuss.

So basically just copy/paste to the new drive through windows, delete game on old drive through steam, and try to install on new drive through steam and steam will see it is already installed?
