"No Signal" after a few seconds of starting up

I recently bought a HP Pavillion and installed my old PSU and graphics card into it. Both of these parts worked fine together in my last desktop. Now however, everytime the computer boots up I only get as far as the windows logo before the monitor tells me "No Signal". The fans whir and the hard drive makes noise, its just there's no output to the monitor. The PSU is something close to http://www.newegg.com/Product/Product.aspx?Item=N82E168... and works fine without the gpu (this card here http://www.newegg.com/Product/Product.aspx?Item=N82E168...). The PSU wattage is 550 and the gpu only needs about 450.

I've updated the bios, all my drivers, etc. The bios menu itself doesn't have any options related to graphics (as it's some shitty american megatrends / pegatron mobo) so that's not the issue.

amd phenom x4 9550 cpu
6gb ram
windows 7 64 bit

i can't get to safe mode, it stops just as that screen pops up. and trying to activate it in the dark didn't seem to do anything. i recently switched out the cpu for a less power-hungry one (the sempron in my old desktop), and still got nowhere. then i tried a shitty ati radeon hd card i had laying around, and it worked just fine, so its not the slot.

maybe its just my card?

Try testing the card in a friend's PC. If OK, then it might be the board's BIOS. Try updating it if newer version available.
