"No Signal" after a few seconds of starting up

I recently bought a HP Pavillion and installed my old PSU and graphics card into it. Both of these parts worked fine together in my last desktop. Now however, everytime the computer boots up I only get as far as the windows logo before the monitor tells me "No Signal". The fans whir and the hard drive makes noise, its just there's no output to the monitor. The PSU is something close to http://www.newegg.com/Product/Product.aspx?Item=N82E16817104179 and works fine without the gpu (this card here http://www.newegg.com/Product/Product.aspx?Item=N82E16814150598). The PSU wattage is 550 and the gpu only needs about 450.

I've updated the bios, all my drivers, etc. The bios menu itself doesn't have any options related to graphics (as it's some shitty american megatrends / pegatron mobo) so that's not the issue.

yup, integrated geforce 9100.

i keep thinking maybe i'm not getting enough power, but even when i specifically use one psu for the card and another for the mobo/hdd (using the paperclip trick) i still get the same results. and when i use my shitty old radeon hd 4100 card the signal comes through fine, so it's not the slot or defaulting to the onboard graphics. reset cmos too, no solution
