My games go too fast

Well, any game I try to play, it goes very fast or has graphical glitches, which seems to happen because the PC's trying to forcefully slow down it.

I have an FX-6300 with 4 GB RAM and a R9 270 GPU.

Let me put a few examples:

- Saint's Row III goes at an insanely fast speed, and when I turn on V-Sync, it slows down, but even that is too fast.

- Team Fortress II do the exact thing, but when choosing the character, they appear to glitch as their animations go choppy.

What should I do?

I actually located the problem just now: It was Catalyst. I reinstalled it and things started to go well...Until the PC started shutting down after a few minutes of gaming. I think it may be overheating, or maybe my PSU (500W) can't really cope with the demanding graphics card and the rest of the system. And even more, I was told that R9 720 only have one PCI-e pin, but mine has two! (It's a Gigabyte R9 720 Battlefield 4 edition). Also, I'm powering it via the four molex connectors converted to two PCI-e, because my PSU doesn't have 6 pin connectors.
 
remove all the cards drivers and software [like msi afterburner, or some kinda add on programs] to were when you reboot all the card has to run on is the defult windows display driver [windows defult display driver wount do any heavy stuff] and check if things seem to be in order. if so go to device manager-display- right click your card - propertys - driver - and see that its on the microsoft defualt driver. if so then reinstall the cards driver reboot and recheck. if your getting the drivers from the disk that came with the card i would download the drivers form amd/nvidia. i seem to have bad luck with driver disk installs.
