Trouble getting screen to fit with new graphics card

I just installed a new graphics card, a R9 270x, and now I can not get a fullscreen image in HD I have my screen resolution all the way up on a 23'' monitor, and there are still black borders around my screen. I have tried changing settings within the catalyst control center and have made sure it has no underscan. I have a dual monitor setup currently with one using an hdmi cable, and the other using a vga

There should be a scaling option or overscan I can't remember which one you need to set to get it to full screen. But check all of the settings it is there somewhere to allow edge to edge scaling.

right click on a blank spot on your desktop and go to properties or the amd option when right clicking.

The only properties i have there are the Catalyst control center
