R9 290 BF4 Throttling?

Okay so I'm in a 64 player server on battlefield 4 on siege of shanghai, all settings maxed, brand new 290 set to 1025 MHz core 1275 Memory clock, fan speed on auto, and +50% power usage all in MSI Afterburner.

My framerate in certain areas will drop to ~40 with GPU Usage at 95-100%, temperature at 90 degrees celsius (max is supposed to be 95), fan only at 40%, and cpu usage at about 90%.

Is this normal?

Running on an i5 3570k, 850W XFX PSU, 8GB RAM.

Update:
GPU: 87 - 90 degrees C, 920 - 940 MHz Core Clock, 0 - 100% usage (random)
Memory: 1275 MHz
GPU Fan: 34%
CPU: 44 degrees C, 88 - 94% usage
 
Solution
The CPU is a bottleneck, even a 4770K is a bottleneck because of inefficiency between the game<>directx<>gpu communication. it doesn't show your cpu to be 100% used but if you over clock it, you'll see an fps increase.

This is why we need Mantle.

Common issue with the card. Increase your fan speed and show us a picture of your GPU usage.

Okay so manually setting the fan really high didn't do anything. And for some reason I couldn't get Afterburner to show in my on screen display to get a screenshot but I took pics of my logitech display with my phone and here's what it showed while sitting still in one of the spots that I get framerate drops:
(In Afterburner I have core clock set to 1025 MHz and Memory at 1275 MHz and fan set to Auto, in AMD Overdrive I have max fan speed at 100%)

GPU: 87 - 90 degrees C, 920 - 940 MHz Core Clock, 0 - 100% usage (random)
Memory: 1275 MHz
GPU Fan: 34%
CPU: 44 degrees C, 88 - 94% usage

Why is this happening? I'm playing at 1080p everything on ultra except antialiasing turned off.

Yeah I didn't change anything in Overdrive except for allowing the fan to hit 100%

Use fraps.

You can take screenshots with it and record.
In this instance, we only need a screen.
You can also use the print key on your keyboard and paste it in paint.
Just a thought.

Im sick of people sayin cpu bottleneck. ITS THE API. your r9 is baiscally waiting for the cpu to give it orders becuase direct x and the new Gcn gpus are toooo powerful for a bit*h like direct x. Wait till mantle comes out. You wont go below 70 fps. On any map. Ever. Everrrrr.

Turn off v-sync...

that was happening to me in tombraider...with vsync on gpu was throttling...maybe because gpu is waiting to send more frames to screen
