How to get better fps in Arma III?

I'm trying to run Arma III on high settings and I'm getting a terrifyingly ugly, uncomfortable, unplayable, disgusting fps of 25 on average and I'm not sure why because I can run games like Metro: Last Light at 45 fps with ultra settings. I even tried putting it on the lowest settings and there are still times when I go slightly under 30 fps.

My specs:
8 GB ram
amd fx-6300 six core CPU
r9 280x graphics
760gm-p34(fx) mobo
600w corsair PSU

Why are these specs getting such horrible fps on Arma III?... is there a way to fix it?

Arma III's graphics problems are almost entirely random. Most say that Intel/nVidia is the best way to play the Arma series, but while I get 70 FPS on Ultra with one 780, my friend gets 10 FPS on low with his two Titans. The game runs differently for everyone, and while there are tweaks you can try, most don't do much.

It's not unplayable, just very very awkward.

Something in the guide may help, it seems to have more of an effect with AMD than Intel/Nvidia.
