im going to be SLIing 2 GTX 670 and i need a 650+ wat powersupply looking to spend less than 40 USD

You won't find a PSU under $40 that won't blow up on you. This is the best you will get SLI.

Go for RAIDMAX HYBRID 2 RX-730SS .. It is available for $39.99 after 10%disc and $15 rebate.. It does support SLI and Crossfire.. But its not Bronze certified but you really dont have much of a choice at that budget !

Which 650w PSU ? I do not think it will be viable to get a 650w PSU which is not SLI or Bronze certified at this budget..
