cas 9 (lower is better) is the industry standard for 1333, and cas 11 is the industry standard for 1600.
I wish I had the long explanation. If tradesman isnt awake, you will have to go with the cheapest on trust.
Its unlikely you would lose anything. Those timings indicate similar ram densities, so go with the one that has been rated at 1600 meg.

Or put another way, 1 kit has been rated to run at 1600 meg industry standard timings, and the other one hasnt. The one that hasnt is more expensive because the seller's wife wants a gold watch./diamond ring/3rd child..
