Would an AMD Phenom II x4 965 bottleneck a GTX 670?

I'm looking to purchase a few things for my brothers build(well my old build) as it's getting a bit outdated. Right now the computer consists of:

AMD Phenom II x4 965
AMD 6870
8gigs ram
600(I think)watt PSU

Would an upgrade on both the CPU and GPU be needed to make it worthwhile? And if so could anyone help me out by suggesting what to upgrade too. He really only plays WoW, CS:GO and maybe some random steam games here and there. Nothing super intensive, but the computer is slowly getting worse and in need of an upgrade.

If you can afford It I would upgrade, I would suggest something like an i5 3570K as these are great cpu's and should last you a fair while.
For the GPU I would go for something like a 660ti or 760 as these would not get bottlenecked by a i5 so you would be able to get the maximum performance out of the card

Is there anything on the more budget side that would be worthwhile? I'm looking to spend $500 max, willing to go over that by a little if needed. I just spent $1300~ upgrading my current build so if I spend any more my girlfriend is going to kill me.

Oh man...bad decissions here, what is just? i mean this is is old... i could do it for 500 dollars but then theres your incompatible ram as well. If you want to prolongue its life you could just buy an a 280x or 270x / 7950 / 7970.

Buy a new PC later.
