Issue with finished PC

I just finished my bro's PC, and put the DVI port from monitor into the GPU, however, when i power it up, it says no signal.
even if i use HDMI.
also, i tried using the motherboard DVI port, and still no signal.

what could be the problem?

also, everything lights up. the gpu fan spins,
and case fan spins, the stock fan for cpu spins.
i removed the GPU and used the mother board with DVI and it works
so now im sure something is wrong with the GPU set up

maybe im putting in the PCIE ports wrong?

but when i turn it on, the GPU lights up and the fans spin

TLDR; complete build, hooked gpu in, hooked DVI port to GPU and monitor, says no signal.
removing GPU and hooking DVI to mother board works fine and lets me go to the bios.

Make sure the correct settings are selected in BIOS. Also, ensure that the GPU is correctly powered up from the PSU, most GPU cards now require a separate power cable connected to them, the power they get from PCI is not enough. Finally, boot into safe mode and ensure the GPU card is properly installed in device manager.

@house70, i dont know hwo to do those things.
and if i set up the GPU into the mobo, it just says no signal, but if i remove it and use the motherboard dvi port, it works and goes to bios

do i need to first have an OS installed and such for the PC to read the GPU?

I didnt download the OS or anything at all yet.

do i still have to put in the gpu driver?

and is this after or before i put in the gpu?

i was planning on downloading all drivers from their website instead of using the disk

Use motherboard dvi port first so that you can go to bios and install OS.
once you installed OS. go to bios setting again and make your PCI-E as your primary adapter, save & exit.
Shutdown pc, use gpu dvi port, then on pc and install your gpu driver.

You don't have to remove your 760 gpu. As I said connect first your dvi cable from dvi port of your mobo to monitor.

If i leave my GPU in, even if i connect the dvi cable to the motherboard, it says no signal still.
if i remove the gpu and plug the dvi cable into the motherboard, then it works.
