Tv is black vga cable

So the TV says 1366by768 at the top,( My screen resolution), but the tv is black, and trust me it it on, its just a black screen

Is the TV seen as a monitor in the computer? It could just be setup as an extended display which will not have any icons on it unless you move them over. If your background is black, the TV will look black. Is the resolution set to the right one your TV can use? You may need to enable it in video properties in the computer if it's not just the fact that the screen is set to Extended.
