My Windows XP desktop locks up when viewing photos in Windows Photo Viewer. The photos often have a white band running through them. Can I fix this with more RAM or a video card?

Depends on the photo, my guess is more DRAM, what CPU, mobo and DRAM do you have?

This is a Dell Precision T1500 with an ATI FireMV 256 Graphics card and 3 GB RAM operating on Windows XP.

I'd guess DRAM first, may check in startup and get rid of any non-essetial start up programs - they are simply hogging DRAM
