NVIDIA GT 230 Replacement

I have an HP Elite 150f (desktop) with a NVIDIA GT 230 card. The card has had a problem with overheating for a while (ran 60-70°C at 100% fan, when it was fine, w/ problem it's closer to high 70s-90+°C)

Last year, the thermal paste was replaced when I had a similar overheating issue, and went back to the 60-70°C range.

I run the fan at 100% using EVGA Precision most of the time. If the fan is not above at least 50%, it gets to a point of overheating.

The fan makes an annoying rattling sound too (like this: http://www.youtube.com/watch?v=i4uU3k_JHWg) I'm fairly certain the fan is a big part of the problem, the fan moves very little air

I'm not sure if the fan can be replaced or permanently fixed, so I am also looking at a new card (sub $150)

I don't do any hardcore gaming, I do however, run PS and Ai, and on occasion play Mafia II and other games such as DayZ and WarZ (card ran 75-85°C, not a great idea as I've realized with a card like this), and HD videos/movies.

P.S- The computer is currently sitting open case, to help with cooling a bit (case doesn't provide lots of vents to begin with)
