Bad GPU coil whine and FPS drop

I built a PC over the summer and I can't figure out what is wrong with it. I mostly play FFXIV and Battlefield 4. When in games there is a slight coil whine; which I understand is a normal occurrence. But when I am near things, such as fire, crystals, and most things that illuminate, the coil whine gets louder and fluctuates with the things on screen. At these points, my FPS will drop to as low as 25. I RMA'd the card and got a new one but the problem is persisting. They also told me the one I had sent back passed their tests and didn't have any issues when they used it. I ran core temp and the max my processor gets to is 58~. I ran memtest on both of my RAM sticks and no errors came up. I also ran it with both of them in if that makes any difference. I moved the GPU to a different slot. Still no change. I originally started out with a 1TB HDD and it still happened. I later got a SDD and booted windows off of that instead. Yesterday, I got a random blue screen for a second or two and my PC restarted. I do not have extra parts to do any swapping out or anything like that so I'm running out of ideas.

HDD: Seagate 1TB
SDD: Samsung 840 pro 256 GB
GPU: EVGA GTX 780 SC ACX Cooler
PSU: Corsair HX850

I don't remember specifically, but they had me read it off to them at EVGA customer support and they said it was fine.
