So I've been having nothing but problems with my new 7990.Any power calculators have roughly been around 960w.So do you think a generic brand 1000w PSU would be the reason for poor performance from the card and random black outs ?

Any generic PSU will almost definitely be overrated for its power output. You also might have issues with the 12V rails, as the PSU may not evenly output power to its rail(s).

Do yourself a favor and order from Antec, Corsair, PCP&C, SeaSonic, Silverstone, or XFX. All high-quality brands.
