Decent budget card for bf4 + monitor question

Hi, i have a computer that has 2x quad 2.66ghz processors, and 16gb ram (soon to be 24gb, and OC processors to about 2.75-3 if possible)

I currently bought a cheap 9600 GT, as i can play Crysis 2 in Ultra graphics at 40-50fps (and it says minimum graphics card is 8800 GT, the one ABOVE mine)

In Dxdiag it does say i have approx 4gb video memory though.

I can run bf4 fairly smooth on low graphics, and i currently have a 21" monitor, that isn't HD

I know bf4 runs better on AMD but i hear Nvidia is still better on price - performance.

So i was wondering, what graphics card would let me run bf4 at 40-60fps, in medium to possibly high(or even ultra!!) graphics?

Also i don't think my monitor is HD, but the res is 1600x1200.

If i bought a hd tv, as i can get these ALOT cheaper than hd monitors , say maybe a 22" one 1080p, how much would the display change? As i am yet to even own a proper HD tv

Also, what really makes a monitor HD?

I would recommend going with at least an R9-270X to achieve 40-60FPS on battlefield 4 on 1080p
