The heatsink is part of a CPU cooler. The heatsink absorbs heat and a fan blow it away, making up a CPU cooler. They can be used fairly interchangeably.

a heatsink is just that a heatsink usually a block of metal with fins or something. a cpu cooler normally invovles a heatsink and fan or a liquid cooler, basically when one says heatsink it also includes the fan, as there are heatsinks that attacth to gpus, chipsets, vrms, and other things, where cpu cooler is specifically obviously the cpu cooler is for the cpu lol. So really without specifying wat heatsink i would go for the cpu heatsink/fan or cooler.
