Power Supply and Hookup for Sapphire Radeon R9 290

I just purchased a Sapphire Radeon R9 290. I currently have a Radeon 7850 which works fine. When I install the R9 and hook up the power, the fans turn on, but it will not display any output. I have a Seasonic 650W Gold PSU (which my several posts, should be enough even though it calls for a 750W). Am I not connecting the power correctly or something?

My processor is an AMD A8 5600K on a Gigabyte GA-F2A85X-UP4 Mobo.

The R9 290 requires a 6-pin and an 8-pin PCI connector. Do you have both of them plugged in?

Yes. I have tried two ways. One using the PCI-E 12 Pin to 8 pin (two cables to power off of one 12 pin--which splits and can connect to both. And then both separate.

If your 100 watts shy of the recommended power, its possible that your PSU isn't strong enough to drive that card.
