MSI R9 280X never exceeding 15 FPS in BF4

I'm about to seriously throw this card out the window if I can't fix this problem.

Anyways, My problem is exactly what the title says, I can't get this card to exceed 15 FPS in BF4 and the GPU usage never goes above 30%. I'm new to the AMD scene because my old 460(Which at this point can out-perform my new 280X) Had driver issues.

My specs are the following:

Win7 x64
Intel Core i7 2600K
Gigabyte Z68 X P-UD3 Mobo
8GB of 1333Mhz RAM
650 Watt Corsair PSU.

I would also like to state that I'm on my fourth MSI 280X from newegg because of the same problem. And there is no overheating as the card doesn't go past 30% usage.

I've also tried all compatable drivers for this card to no avail. Help would be appreciated.

The problem was already resolved. I just got a couple 280X's from Sapphire that work fine and have been for a little over two weeks.

If its your 3rd RMA and same issue, then its a pretty good bet its on your end. When you went from nvidia to AMD, did you completely remove the nvidia drivers? Did you try and reinstall the OS? You have given no other info other than youve returned it 3 times.

I used Driversweeper and ccleaner, I've gone through removing all the drivers for both sides at least 8 times. Re-installed Windows 8, 8.1 and 7.

All newegg told me was it might be defective, Every time.

So I decided to play some Minecraft to calm myself down a little while I wait for replies, and, this card can't even get Minecraft going at 60 FPS.

So I tried overclocking just a tad to no avail. The overclocks don't want to apply because the card is not in "High Performance mode"

My guess is the card is stuck in some sort of power saving mode, seeing how when gaming it never goes to even 1000Mhz Core clock.

So I just rebooted my computer a few times after playing around with some settings. I noticed every time I reboot the clock speeds for the VRAM and Core clock change to random speeds when I reboot.
Also, My Windows 7 boot times are, from what it feels like, around 4 times slower than with the 460. Just getting to the login screen took around 12 minutes.

Seriously, If my broken GTX 460 can out preform this card, AMD has some problems.

Hello,one thing's for sure,the problem is on ur end as I have a r9 280x and I can run bf4 on 60+ fps but thats irrelevant.Right now there's a programm which is eating up all of ur cpu usage so that the gpu can't function as you can see.Can you run task manager when ur playing a game and see if there's anything out of context which might be using ur cpu?

I've closed everything out other than Windows processes. Same problem.

EDIT: the GPU now wont let me change the clock speeds from 400mhz for the Core and 633mhz for the VRAM.

I just tried BF3 and, Not even kidding, My PS3 can out preform this PoS of a graphics card.
 
It isnt the card. I have a 7970 which is what your 280X is and on 2560x1600 with a mixture of high and ultra I get 50-60 FPS. And since youve returned 3 others with the same symptoms, you should concentrate on fixing your hardware and finding out whats causing it. Id try another PSU in there. It is possible that even tho you bought a decent PSU that it is failing.

I just tried a few more things. One thing I did was test both cards I own in both of my systems. One system with an i7 3930K @ 4.5 Ghz. The other with the i7 2600K @ 4.2 Ghz.

In both systems the 460 out preforms the 280X as the 280X is locking it's clocks at 400 Mhz on the Core and 633 Mhz for the Memory.

In my 12 years of IT experience, I have never seen anything like this before.

So now I tried running both graphics cards with my friends 850 Watt PSU from corsair and I'm still getting the same problem. CPU usage at 100% and GPU usage not going above 30% and the clock speeds are locked at 400Mhz Core and 633Mhz VRAM.

Alright, I've made the decision to RMA the card again since this one is now having flickering artifacts everywhere, Including post screens and the BIOS.

Now I don't know what to do, Nvidia drivers left a bad taste in my mouth for years, and, AMD cards are giving me stability problems.

Anyways, It's 5:30 AM here on Christmas day and my family will be getting up soon.

Okay, I just got my fifth MSI 280X from Newegg an hour ago and I just tested it. And before you say my Quad 2600K @ 4.2 Ghz is bottlenecking it, Don't, I only tested it in my 4960X Editing machine @ 4.5 Ghz. Same shit as the other cards.

I did however flash some updated BIOS for the card for Uber Mode and ran it with that, Guess what? It made no change at all.

Unless I'm missing something very, very technical here, It's not my fault. So any help would be good...

Are you able to change the core and memory speed in something like MSI Afterburner or is it completely locked in that too? Not that you should have to go changing those settings to get a graphics card working though :p.

When you got the replacements were they the same brand or did you go for a different one.

*Troll comment*: Should have just stuck with nVidia ;)

Everything that Matt has stated is basically what i'm going through on my end. I have an r9 280x manufactured by visiontek. My system is acting like I dont even have a Videocard installed in the first place. And my cpu temp is pushing 94-95
 


Well if your CPU is in the 90s, you need to remedy that or else you will lose performance to thermal throttling.

My card is locked at 300Mhz Core and 450Mhz Memory. even Terraria topped out at 25 FPS! I am unable to get it to budge with any program. A lot is going on with my card so please just read all of my posts on this thread to fully understand it.

If you're too lazy, basically because of the locked clocks my card doesn't move from idle temps even when gaming,
Some people here seem to think that my i7 2600K @ 4.2 Ghz is bottlenecking the card somehow, So I tried it with a 4960X @ 4.5Ghz in my video editing rig, same shit as before.

Just read the whole thread through, please. It will help a lot.

I keep seeing all these people with the EXACT card I have gaming at 120+ FPS is BF4 on Ultra. Some of them with worse CPU and PSU's than me. It's driving me crazy to the point that I'm about to throw the card straight into the bin and cut my losses.

And before you say "Oh get a 770 or a 780" I would have, but, EVERY Nvidia card I had would lock up and bluescreen CONSTANTLY after the 320.xx drivers. AMD was my last hope, But obviously neither card manufacturer can just WORK.

Sorry for the rant, I've been dealing with Newegg support as well as AMD/ATi support for almost two months. I've gone through soon to be SIX 280X's with the same damn problem!

Apparently 20 years IT experience can't even fix this card.

My 280X is locked at such low clock speeds it doesn't even budge from it's idle of 40 Degrees. But you should definitely RMA that overheating 280X if it idles at those temps.

I am not able to change anything about the cards clock speeds in any program.

Also, Newegg would only give me Refurb MSI 280X's after my third RMA.

I'm sorry if these constant updates are spamming you :p. Anyways, My friend all of a sudden is having the same problem with his 290 that happens to be water-cooled if that helps at all.

Basically his clock speeds are locked so low that gaming isn't an option anymore, as well as bluescreen's that I had a few days after I got my first 280X.

What is going on here?
