AMDHD7750 FPS Fluctuation

So here is the deal. Sometimes when I start my computer, My computer performs admirably, great FPS and solid performance. Then sometimes my fps will randomly drop, and the only way to fix it is restarting my computer (which only works sometimes). For example, Right now I am only getting 20 frames in war thunder, and 10 in vanilla minecraft. Normally I get about 60 in both. And sometimes when restarting or starting up my computer, the issue persists and the fps's stay very low. I have tried uninstalling and reinstalling my drivers, and have my MSI motherboard set to auto-overclock as needed (recommended by amd customer support)

AMD HD7750
AMD PhenomII x6 1075T 3.38ghz
8.0 GB Ram
Windows 7 64-bit
MSI 990FXA-GD65 Motherboard

Any help is greatly appreciated, I am getting a GTX295 tomorrow, but wanted to know if its the videocard dieing or some other issue. Thanks!

I am getting the card for free from my brother in law, he is an IT guy. I cant test it in another system atm, I only have this one.

I have enough power and such to run the gtx295, I am actually installing the drivers for it right now. I should mentiion also that I purchased this computer used, so that may have been part of the problem. I notice the 7750 has stickers on it from the MSI mainboard, leading me to believe they were packaged together. There may have been some issue with the iTURBO or some sync issue that was happening. Thanks for your help :)
