Can't figure out how to fix monitor

I have been having problems with my new monitor since day one. I built a new rig and bought a new monitor because I did not have any good ones laying around. I know that it is the monitor for sure causing the problem because it does the same when I have my laptop plugged in and there is no problems with it. I have no idea how to describe what is going wrong. It seems like there is something with the shadows or something. I looked around and this is the closest video that shows what is going on. Any help will be greatly appreciated.

Are there any motor electrical appliances like a a fan near the screen?

Try setting the screen to a different refresh rate.

Try also turning the brightness up.
Not sure if this applies to LED's and not just CCFL, but the way brightness is done is that the backlight oscillates between on and off (or moves between 0 and 100% brightness, again not sure), the brighter you want it the longer it stays on during the oscillation.

The closest fan is a ceiling fan. A higher or lower refresh rate?

Play around with the refresh rate.

I turned the brightness to the maximum and it still does the same thing. Everything looks fine when I do not move the screen, but the instance I turn it does it.

I was able to get the refresh rate to 66Hz. Still does the same thing.
