Graphics card upgrade $600 proximate

OVERVIEW
I been researching for some time on upgrading however I want input what GPU would you suggest around $600, I also will do a CPU upgrade. also on a cooling and/or a ram upgrade if its worth doing. however this thread is solely focused on the GPU the CPU is later.

WAIT I HAVE SEEN YOU HERE BEFORE?
If you have seen me asking for suggestions before yep its me. I been going to several sites looking at their suggestions, and have been preparing and learning. However I have decided to upgrade GPU now and worry about CPU later as for cpu has more chances for me to screw up on. and ultimately can wait.

FILLER AND COST
Like most PC Gaming user are seeking high performance to cost, high framerates ect ect. I have been playing Arma 3 and dayz which both are graphically intense. and upcoming games like watchdogs, titanfall and star citizen. I like to speed $600 or less on this GPU upgrade

YOU SAID SOMETHING ABOUT A CPU!
Yep I did! however is not the focus of this thread and when I get around to it I am not sure how much I will spend for a CPU upgrade will ask suggestions when that time comes... however go ahead suggest if you wish however do not count it in the original price range for the gpu. for the CPU I might spend max $300 or more if seems worth it.

COOLING UPGRADE
I am going to look at cooling however little to no research done yet, I did buy a cheap $5 bestbuy fan for the pc. there's another slot for a fan and I think perhaps buying a slighter more expensive fan would do better for the PC.

WHAT DO YOU THINK ABOUT RAM?
Hmm what about the 8gb of ram I have, I need to do more research on it, it wont necessarily boost framerates or improve much in that area... I think...

I see a 290 and a 290x whats exactly different. I guess one is meant for overclocking? which I do not/have done before and I like to have pc stable.
