I think it is a fan.. Can you tell me more about your pc? all the specs...
As per fan there should be a molex connector and a small 4-pin connector that goes into your motherboard... Check if you have plugged the molex connector to the PSU or not? If you have connected your 4-pin connector of fan to the motherboard remove that and plug the fan's molex connector to the PSU...
If that also not help then if your PC is just bought and the fan came with the cabinet tell your seller(from where you bought the cabinet) to replace the cabinet with a new one... And if you have bought this as a whole system then tell your seller that your pc's fan's are not working and I need a replacement or refund...
