Check this KB article at Microsoft's site: http://support.microsoft.com/kb/2734782. Couple more possible fixes provided in the article, as you mentioned the Windows features and Dism command methods didn't work.

Make sure you are running the Dism command in an elevated command prompt. Running in a regular command prompt will probably not work. If it still fails, ignore it for now and check the Group Policy method mentioned in the article. You've tried the other two, which is why I mentioned above to ignore those parts.

Windows 8 does not come with the gpedit or secpol tools. Those only exist in Windows 8 Pro and Windows 8.1 Pro.

And I know I'm arguing semantics here, but there is no such thing as Windows 8 Home edition. It's simply Windows 8, or Windows 8 Pro (same for Windows 8.1).

That said, I'll have to continue hunting around for another solution, as I don't yet know of another way to force Windows to find and run the install for the .Net Framework 3.5. I just hope this won't involve a format (or at least use of the Refresh feature).

Edit: I am setting up a VM of Windows 8 now to test.

Regarding the error code you get when running the Dism command, (assuming you are running it in an elevated command prompt) check this link out:

http://answers.microsoft.com/en-us/windows/forum/window...

The first post is really super long, but if you scroll past it and check the first reply from Anannya Podder, it may help.

Edit: Use Method 2 described in the post. I don't trust the automated troubleshooters all that much TBH.

This has been one of the most frustrating error that users have come across since Windows 8.... However, i on my own website, published an article and then also a video on you tube that briefly describe how you can follow in order to fix error code 0x800F0906..... Here are the links to Article and Youtube Video... I hope it will solve the problem for you as it did for many others :)

Edit : There are three solutions... If you do not have a gpedit.msc option, you can do it through regedit... Cheers :D

A simple solution for many is to go to control panel / uninstall a program / view installed updates (top left corner) and then delete these two updates: KB2966826 and KB2966828. Then go back to windows update / view installed updates / enable windows features and check the .net framework 3.5. Then windows update will download it without saying it cannot connect to the internet. Windows update will reinstall the two removed updates later without any ill effect.

I realize this is an older thread but I spent many hours yesterday pulling my hair out and coming up with interesting words to describe windows 8.1. I tried to use windows update, I tried enabling it in windows features only to be told it could not connect to the internet, I tried to access it in the installation dvd for hours and command prompt never found the source. Finally I saw a comment on youtube video which said to remove the two updates that were blocking it.

I have spent the last 2 days trying everything I can find anywhere, but no luck. I don't know how you find your solution, but it is the ONLY one that works. Much, much appreciated.

this worked for me to, Microsoft people advised me to make a clean install

"Clean install" is a total waste of time, they might as well tell you to power down and unplug everything and restart again. Tried to be a good tech citizen, I contacted MS as soon as I verified the fix worked. They promised me that they will fast track this..(at about the same time, this solution started to circulate in MS user forum too).
