New build - not powering up

Hello I am doing my first build and ive been doing a lot of research lately and thought i could get it done. Turns out reading about it and doing it are two different things.

I have tried to power it up several times. It does nothing at all when i press the power button. When I first turn my power source on the only lights that come on are the CL_CMOS light on the I/O panel and the power button that is located on the motherboard. I even took out my graphics card and cd drive to see if I didnt have a big enough power wattage, but it did not change the result.

My build includes

Z77 Mpower MSI
I7-3770k
16G dual G Skill ram
500GB HDD
MSI R7850 Twin Frozr 3
Rhino Panther 450W PSU

I am freaking out because I just dropped a ton of money on this guy and need it for school in January. I appreciate any help at all guys. Thanks!

all right..crack knuckles...lets start with the easy over looked errors. did you install the 8 or 9 motherboard brass standoffs to keep the motherboard from shorting out to the case?? on the outside edge of the mb will be a four or eight pin power plug. it should be filled with a black power supply cable that two four pins or one eight pin cable. dont use the 6 plus two pins cables those are for the video card. on the cpu did you line up the pin one on the cpu to the cpu slot?? make sure the cpu was locked into the cpu right. on the motherboard check that the power and reset are on the right mb header pins.

I unplugged the gpu and it still didnt do a single thing. Also the psu only has a 20+4 connector. a 6 pin connector, and a 4 pin connector which i used a 4 to 8 pin converter. all are plugged into the correct ports i believe. i understand the psu is older and pretty bad but if it will work I am wanting to use it.

When I installed the CPU i set it in the notches and assumed that was all needed to do to install. Is that correct?

I did mess around with the header pins and I got nowhere with it. I oriented it a few ways and nothing.

If it didnt power up without the GPU would it still be a PSU issue?

I did try to start with out the GPU but got the same result
 
I would try another power supply and also check to see that the mb not shorted to the case. (to rule out dead short try powering the mb onto of the box it came with. with just the mb and power supply. all you need do is leave the on switch conencted from the case to turn the mb on.

I was finally able to get a new power source. Antec vps630f. It powered up without the graphics card. once set the card in and it works I should be good to go!. Thanks for all the help! I appreciate it
