asRock z77 extreme 4 Dr. Debug Error 07

New system with an i5 3570K and asRock z77 Extreme 4 gave an error code of 10 on the dr. Debug display. Forums suggested switching the RAM sticks which fixed the error 10. However instead of getting error 10 I'm now getting 07. Any suggestions?

Try starting the board outside the case (for ruling out a short), CPU, CPU fan and single RAM module inserted. See what code getting.

remove one of the ram sticks at a time, sounds like maybe faulty ram. make sure your bios settings for the ram are set correctly too and BIOS updated.

Alright I'll try swapping RAM sticks to see if they're faulty. Cant check the bios because it doesn't get that far. My hard drive has drivers from my old motherboard/cpu which was AMD- do yoi think that could cause the issue

EDIT: I got home to test the parts and here are my results:
-Switching ram sticks, trying each stick individually and switching positions of RAM did not work. Nor did trying an entirely new set of RAM (It was an older set but still compatible).
-Inspected CPU, Mobo, Wiring and RAM and there are no signs of damage or imperfections. Disconnecting hard drive from motherboard did not cause any change. Monitor still does not show any signs of life when the computer is booted up.
-PSU fan stopped spinning after about 5-10 seconds after booting up but power was still flowing to components (at least the fans were spinning), is this normal?

install only cpu/heatsink, one ram stick and use the motherboards onboard display. connect nothing else to the motherboard, except power. if no boot, then its probably a faulty motherboard. what power supply do you have? most should still spin the fan at least at a slow speed, shouldn't stop all together. if you have a spare psu or one you could borrow, that is easy to test.
