The computer I'm looking to buy is called the HP ENVY Phoenix 800-00A
Here are the specs of the computer:

Processor: Intel® Core™ i5-4570 (3.2 GHz, 6 MB cache, Quad Core)
Memory: 8 GB 1600 MHz DDR3
Hard Drive: 2 TB 7200 rpm SATA
Flash cache: 16 GB mSATA SSD
Graphics Card: NVIDIA GeForce GT 640 (4 GB DDR3 dedicated)

If I missed out some details that are required all the information is available on this website:
http://h20386.www2.hp.com/AustraliaStore/Product.aspx?pdetail=P298720&

It would be extremely helpful if some people could answer, thanks.

The computer you are looking at stats are all over the place, it might but with the money you are paying its better if you custom built one. For that amount of money you would be able to build a decent PC since you are in Australia
the best place to get parts is here pccasegear.com with that money it could run it on medium at 1080p

It makes me cringe to see that that computer costs 1400$. The CPU is good, but the GPU is terrible, and you don't even get an SSD! Would you be open to building one yourself? You would get so much more for your money.

I'm going to say not nearly enough video card. A GT 640 is pretty blah

7790/660 (AMD/Nvidia) at the very lowest, for playable framerates.

http://www.videocardbenchmark.net/gpu.php?gpu=GeForce+GT+640

Benchmark for that card. The rest of the computer is sufficient, See how much they want for a card upgrade.

*edit. OMG 1400 bux? I didn't look at the link.
Yes indeed he could build (or even buy a premade one) that would be heaps better for that amount of cash.

He could max it out at 1080p, you can fit a 280x/290 into that budget.

So if I build a pc I'll have a similar CPU but a higher performing GPU and a SSD. So would that be it or would there be more things I need to upgrade

A link to Maximum PC recommended builds. It will give you a good idea of what works with what.

Several different price points on tested and benchmarked builds at various performance levels, to give you an idea of how much you can get for how much money.

Just search the parts locally to see what they cost in your area.
Should help you understand what to look for if you don't build it yourself.

Keep in mind you will need a legal copy of windows to go with your new build.
Cut back on video card a little if you need to stay under that price point.
A 780 is a pretty hi end card, you could free up enough cash for the OS and still get a VERY good gaming rig.
I would want to squeeze in a 990fx motherboard personally.

Otherwise that parts list will make a pc that would stomp the one you were looking at in to little tiny pieces.
