motherboards usb 3.0 ports preforming terribly

I have a asrock extreme 6 Z77 motherboard mounted into a nzxt phantom case that has a single usb 3.0 and 2.0 port on the front as well as plenty of usb ports on the motherboard. All of the ports work except they are preforming just awfully with the best transfer rate of just of 4 mb/s. I know usb 3.0 is capable of 5 Gbits/s which translates to a speed far higher then 4mb/s.

Ive checked the BIOS and the usb 3.0 and 2.0 controllers are enabled as well as legacy support for both.

also I have unistalled and reinstalled the drivers for the 3.0 controller from the Asrock website but it did not change anything.

For small transfer the 4 mb/s is ok but anything over a Gb is just annoying as hell.

Is there something I'm just outright missing that is causing me to have suck slow transfer rates?

since i also use them on my y500 lenovo laptop
