Intel HD 4000 worse than Mobility Radeon 3650?

I recently bought a new Toshiba Portege Z930 to replace my old Toshiba Satellite A300, I thought for sure that my new computer would definitely perform much better. Which is true in most area, but not gaming. While not a hardcore gamer, I do play games occasionally and the performance was strange. The Portege was struggling to run Skyrim at the lowest settings while the Satellite can run High smoothly. The Satellite can also run Assassin Creed Black Flag rather smoothly at medium, while the Portege doesn't even load.

The computer specs:
Toshiba Satellite A300:
Intel Core 2 Duo T9400 @2.53GHz (2 CPUs)
4096MB Ram
ATI Mobility Radeon HD 3650

Toshiba Portege Z930 (Another Toshiba, not like I like it, but it's free)
Intel Core i7-3667U CPU @ 2.00GHz (4 CPUs)
6144MB Ram
Intel HD Graphics 4000

Is the HD Graphics really that inferior, or was there anything wrong with my hardware or any system configurations I might want to check? I remember checking the graphics card hierarchy once, and the HD Graphics 4000 was a level higher than HD 3650?

Also, my Macbook Pro 2011 with Intel HD Graphics 3000 384MB (vs Portege's 1696MB) ran The witched 2 fine, which, from what I can tell, is the same or better in terms of graphics to Skyrim.

According to passmark, the HD4000 scored a 458 and the HD3650 a 216. I have a Ivy Bridge laptop and when I first got it the VRAM was set to the default of 64MB which is pretty much useless for modern games. Look in your BIOS settings for an option to increase the dedicated VRAM for the GPU. If you can't, you may need a BIOS update. My laptop BIOS wouldn't let me at first but I went online and found an update, installed it and I was then able to increase the VRAM to 512MB which is still pathetic by today's standards but it puts it about on par with an Xbox 360 in terms of performance and the way most newer games look. Some games are actually much better than a 360 but that could be the better CPU or the lower resolution I was using (1366x768). If you can increase the VRAM even more, set it to the max. Some BIOSes let you go all the way up to 1GB but that may depend on how much actual RAM you have. I know 4GB limits you to 512MB but I'm not exactly sure if it is 6GB or 8GB that will let you set the VRAM to 1GB. With either 1GB or 512MB, the HD4000 should perform much better than your old laptop.


Under the Display Tab in Dxdiag, it says Aprox. Total memory is 1596 MB. Is that the virtual memory, or do I need to find that one in the BIOS like you said?
