Start with the basics - remove gpu and use the onboard graphics. Make sure both the 24 pin m/b connector and the 8 pin EATX/cpu connector are firmly installed. Hook up only 1 hdd or ssd, then restart and see if you boot to bios. If you can, set the graphics to auto or onboard, install the o/s then reboot. If you have a piezo speaker for the m/b, make sure you listen for the diagnostic beep codes. If you don't have the speaker, see if you can borrow one, or just buy one - they are invaluable to have to help diagnose errors.
Download current drivers for your m/b and for the gpu. Install windows updates, m/b drivers and anti-virus of choice. Once you have all other drivers/updates installed, then install the gpu and the drivers for that.
