What will be best configaration for CPU+MONITOR+GRAPHICS CARD+RAM
to play all the games of 2013 with very smooth and also in affordable price??

Just to let you know if you have a small sized case you should better be off upgrading to a larger one with one i mentioned + if you do so you need a writer too :p  (not really , if you have already)

Do you need HDD ? (if yes then a WD 1TB Blue is good for 59$)
