Installed new parts and now my pc wont boot. need help fast!

Hi, I recently installed new parts into a custom budget build and when i went to turn it on and it boots up but only to the the boot setup menu and then if i press DEL for the BIOS nothing happens. It appears to be frozen but why? I have a intel i3 540 (this was overclocked from 3.07GHz to 4.1GHz on a stock cooler) and a Asus P7P55D mobo and had 4GB 1033mhz RAM and a Raedon HD5450. I replaced the stock coler to a Cooler Master TX3 evo and also got 8GB 1066mhz RAM and a MSI GTX660. At first there was no sinal from the pc on the monitor and then realised the RAM was just loose when i slotted it back in a error screen came up sayng it was detecting drives and at the bottom it said "over clocking failed!" it suggest pressing F2 and when i tryed nothing happened and it appired to be frozen. I turned it of and booted it up again and, like i said before it seems to freeze at the boot setup menu for the BIOS. I really have no idea what to do and quick help would be appreciated! I apologise for be such a newbie! Thanks!

Reset CMOS by jumper or pulling the motherboard battery for 30sec then start up and see what happens.

took out the battery and put back in and theres no difference. anything else?

Properly inserted? CMOS reset again? CPU cooler fan connected correctly to motherboard? Have you tried with the old GPU card again? What PSU do you have?

Ok I used and old GPU and RAM and it worked everything booted up so it left it down to the RAM and GPU being the problem so I but the GPU in and it worked and I installed all drivers etc. but here's my last problem: when I tried the new RAM again it boots up and then crashes and askes me start windows normally or recovery both options result in the computer crashing. How can I fix it?

If you are trying to use the new ram standalone with out the old ram CMOS reset should fix it so either the ram is faulty or incompatible, try one stick at a time if you got two. If both different ram together they may not work at all.
