Did you try with an older (or newer) driver?

In other words, uninstall the current driver, reboot, and try to install a different version and see if it works.

i know this card is old but lots of people have many problems with win8.1 video card drivers i guess i just have to wait...for now i use the Microsoft driver "ATI Radeon HD 4800 Series (Microsoft Corporation - WDDM V1.1)"

Thank you.

Manually install the driver and it works just fine. Get the 13.4 beta for legacy devices from amd and install it. It will give you the error, but it can be fixed and it works just fine. Go to your device manager, expand display adaptors, right click radeon hd4000 wddm 1.1 whatever its called and select update driver, click browse my computer, then let me pick from a list, click on have disk, and point it to (i believe it is this address) C:\AMD\AMD_Catalyst_13.4_Legacy_Beta_Vista_Win7_Win8\Packages\Drivers\Display\WX86A_INF and click ok. it will find and install the driver fine, and catalyst works fine.

Yes, It will work. The 13.4 beta legacy driver is for hd4000 and lower on Windows 8

Or, you can use the 13.9 drivers for windows 7, just install them in Windows 8 running under compatibility mode for windows 7. They also work and run just fine in Windows 8.

Hi ,
after alot of hair loss to install 13.4 beta (display driver) to get CCC running for legacy cards on windows 8.1 do this ....
1 DL 13.4 beta
2 Press windows+break key, go to device manager and select display adapters , then select your video card.
3 Click on 'driver' tab and click on uninstall (to uninstall driver) your screen will flicker a lot its ok.
4 Then on same tab click on up date driver. Browse pc for were you extracted the 13.4 folder and go to C:\AMD\AMD_Catalyst_13.4_Legacy_Beta_Vista_Win7_Win8\Packages\Drivers\Display\W86A_INF
5 The driver will install at this time and let windows " Always trust stuff from advanced micro devices"
6 Now go ahead and use the ati setup to install CCC ( a restart may be required)
